Russia and Sri Lanka strengthen cooperation on developing a Digital Platform for Scientific and Technological Collaboration in the Asia-Pacific Region

The Russian House for International Scientific and Technological Cooperation (RH ISTC) held a working meeting with representatives of the Democratic Socialist Republic of Sri Lanka and the Asian and Pacific Centre for Transfer of Technology (APCTT) of UN ESCAP. The meeting took place on September 12, 2025, and focused on the development of Asia and Pacific Technology Transfer Platform (APTTP), implemented jointly with RC «Complex Systems».

On behalf of APCTT, the meeting was attended by Mr. Soohyung Kim, Coordinator for Economic Affairs. The Russian delegation was represented by Anastasia Ryabukhina, Head of the Center for International Projects and Initiatives and Coordinator for Cooperation with UN ESCAP, Sergey Kasyanov, Head of the International Center for Innovation and Technology Transfer, and Olga Musikhina, assistant of General Director. From the Democratic Socialist Republic of Sri Lanka, the meeting was attended by Dr. Chithral Ambawatte, Chairman of the National Engineering Research and Development Centre (NERD Centre).
The central topic of the meeting was the discussion of the APTTP digital platform concept, aimed at creating a unified regional digital space for organizing international scientific and technological cooperation and technology transfer. The initiative was originally proposed by the Russian delegation during the 19th Governing Council Session of APCTT in 2023.

The new platform is expected to unite the efforts of regional states in advancing scientific and technological cooperation, commercializing and streamlining technology transfer processes, creating a multilingual knowledge base that consolidates best practices across the region, as well as promoting the Sustainable Development Goals and strengthening partnerships.

Key functions of the APTTP under discussion included catalogs of technological offers and requests, integration of expert communities and research institutes, educational programs, and a knowledge base. Special attention was given to priority areas such as medicine and pharmacology, agricultural and green technologies, engineering solutions, and other critical fields.
The Sri Lankan delegation highly appreciated the idea of creating the platform, emphasized its importance for the country, and expressed readiness for further cooperation in implementing the project.

As a result of the meeting, the parties agreed to continue joint work on preparing a detailed project roadmap. The final report of the results is expected in December 2025 during the 21st Governing Council Session of APCTT in Russia.
