The 21st Session of the APCTT (UN ESCAP) Governing Council was held in Moscow

The event was organized by APCTT UN ESCAP and the Russian House of Scientific and Technical Cooperation (RH ISTC) and was held at the Financial University under the Government of the Russian Federation.

Armida Salsiah Alisjahbana, UN ESCAP Executive Secretary, welcomed the event participants. She noted the role of RH ISTC as a single-window coordinator for interaction with Asia-Pacific countries and emphasized the need to expand scientific, technical and innovative cooperation between Asia-Pacific countries, including the use of platform solutions.
“Holding such a significant event in Moscow marks a new stage in international cooperation and confirms Russia’s readiness to be an active participant in creating sustainable future for the Asia-Pacific region,” noted Igor Fedorov, vice-president RH ISTC, Chairman of the Board of Directors, RC Complex Systems.
The 21st Session of the Governing Council was a key event, reviewing the results of APCTT’s work through 2025. APCTT member countries identified perspective projects for joint development. This year, the Session brought together official representatives from 13 countries of Asia-Pacific region: Bangladesh, India, Iran, China, South Korea, Malaysia, Nepal, Pakistan, Russia, Thailand, Uzbekistan, Fiji, Sri-Lanka.
The Russian House of Scientific and Technical Cooperation, as the authorized organization, represented Russia at the event. The Russian delegation included official representatives of the Russian Federation at APCTT Governing Council: Igor Fedorov, Vice-president RH ISTC, Chairman of the Board of Directors, RC Complex Systems, Dmitry Protasovsky, CEO of RH ISTC, Deputy Chairman of the Central Council of the All-Russian Society of Inventors and Innovators (VOIR), and Chairman of the VOIR International Activities Council, Anastasia Ryabukhina, Head of the Center of the International Projects and Initiatives, Coordinator for Interaction with UNESCAP.

Igor Fedorov was chosen as the Chairman of the 21st Session of the Governing Council.
Dmitry Protasovsky, CEO of RH ISTC, addressed the participants, noting that the Russian House of Scientific and Technical Cooperation has represented Russia in the Asia-Pacific region (APR) and APCTT for decades. “This platform, as a cooperation platform and a single window for Russia’s work with Asia-Pacific countries in the field of scientific and technical cooperation, has enormous potential, not only in the sphere of substainable use of natural resources, but also in the development of ties and cooperation in scientific and technical fields in the broadest sense.”
Based on the outcomes of the Governing Council’s work, a decision was made to continue developing the Asia-Pacific Technology Transfer Platform (APTTP) and was included in the final protocol. This platform has the potential to become a digital tool for developing scientific, technical and innovative cooperation between countries in the region.

The Governing Council supported initiatives to continue joint work on creating the Platform, as well as the creation of affiliated Competence Centres that could act as local hubs working directly with partner countries to identify specific needs.
