Russia and Iran Discuss Prospects for Participation in the Development of Asia and Pacific Technology Transfer Platform (APTTP)

The Russian House for International Scientific and Technical Cooperation (RH ISTC) held a working meeting with representatives from the Islamic Republic of Iran and the Asian and Pacific Centre for Transfer of Technology (APCTT) of ESCAP UN. The meeting took place on September 9, 2025, and was dedicated to the development of the Asia and Pacific Technology Transfer Platform (APTTP).

From the APCTT side, the meeting was attended by Mr. Soohyung Kim, Coordinator for Economic Affairs. The Russian delegation included Anastasia Ryabukhina, Head of the Center for International Projects and Initiatives and Coordinator for Cooperation with UN ESCAP; Sergey Kasyanov, Head of the International Center for Innovation and Technology Transfer; and Elizaveta Soloninchenkova, Public Relations Coordinator. The Iranian delegation was represented by Dr. Mohammad Reza Barati, Assistant Professor in the Department of Materials Science and Engineering Iranian Research Organization for Science and Technology (IROST) and Maryam Rezaee, Head of International Scientific Cooperation Group, the Iranian Research Organization for Science and Technology.
The central topic of discussion was the concept of the APTTP digital platform, designed to create a unified regional digital space for technology transfer.

The new platform is expected to unite the efforts of regional countries in scientific and technical cooperation, technology commercialization, and the creation of a shared knowledge base synthesizing the best regional practices.

Key functions of APTTP discussed included catalogs of technology offers and requests, integration of expert communities and scientific institutions, academic exchange programs, educational initiatives, as well as information support services and a regional organization map. Special attention was given to system governance issues: the structure of national coordination centers, user access levels, the role of private business, as well as ensuring data security and the platform’s uniqueness compared to other regional initiatives.

The Iranian side expressed interest in the potential use of artificial intelligence within the platform for automated translation and intelligent search, as well as the integration of collaborative work services and document storage for prompt access to information. Russian participants confirmed that inclusion of such features is planned in the project roadmap: the initial phase will launch basic services, with subsequent stages expanding capabilities including the implementation of specialized AI solutions.

Following the meeting, the parties agreed to continue joint work on preparing a detailed project roadmap. Its discussion is scheduled for October 2025, with final approval of the initiative expected in December 2025 at the 21st Session of Governing Council in Russia.
