The Russian House for International Scientific and Technical Cooperation (RH ISTC) conducts meeting with the Asian and Pacific Centre for Transfer of Technology and the People's Republic of China
The Russian House for International Scientific and Technical Cooperation (RH ISTC) has conducted an international working meeting with representatives from the People's Republic of China and the Asian and Pacific Centre for Transfer of Technology (APCTT) of UN ESCAP. The meeting was organized as part of the ongoing dialogue on the development of the International Digital Platform for Scientific, Technical, and Innovation Cooperation in the Asia-Pacific Region (APR-ISTC), being created jointly with RC Complex Systems.
From the APCTT side, the meeting was attended by Mr. Soohyung Kim, Economic Affairs Officer, Mr. Pankaj Kumar Shrivastav, Programme Management Officer and Ms. Sona Debnath, Staff Assistant.
The Chinese delegation was represented by experts in the field of science and technology, namely Professor Chen Minpeng from the School of Agricultural Economics and Rural Development at Renmin University of China. The China 21st Century Agenda Management Center was represented by Liu Xin, whose organization is actively involved in sustainable development issues and the implementation of environmental initiatives. The Center operates under the auspices of the Ministry of Science and Technology of the People's Republic of China and coordinates national sustainable development programs.
The Russian delegation included Anastasia Ryabukhina, Head of the Center for International Projects and Initiatives and Coordinator for Cooperation with UN ESCAP; Sergey Kasyanov, Director of the International Center for Innovation and Technology Transfer; and Yulia Soina, Head of the China Department.
The central topic of discussion was the development of APR-ISTC – a project to create a unified digital environment for effective interaction and exchange of scientific, technological, and innovative developments among countries of the Asia-Pacific Region. The platform is intended to become a multifunctional tool for developing international scientific and technical cooperation, including capabilities for technology transfer, intellectual property protection, and educational program organization.
Following the meeting, the parties confirmed their readiness for further development of multilateral cooperation within the framework of creating
APR-ISTC. The project received support at the 19th Session of the APCTT Governing Council in December 2023 in Tashkent, where the Russian initiative was included in the final protocol of the event.
Continued work on the project is planned with the participation of all interested parties in the region. In December 2025, the 21st Session of the APCTT Governing Council and International Conference are expected to be held, where the results of work on creating the platform will be presented.
Background:
Following the 19th Session of the APCTT Center Governing Council, a joint decision was made to include the Russian Federaion proposal in theReport of the Governing Council of the Asian and Pacific Centre for Transfer of Technology on its twentieth session to establish an International Digital Platform for Scientific, Technical, and Innovation Cooperation in the Asia-Pacific Region. This platform aims to serve as a unified environment facilitating effective interaction, and both bilateral and multilateral exchange of scientific, technological, and innovative developments, as well as international workforce training and technology transfer among APR countries.
A key feature of the platform will be its multifunctionality, allowing for the integration of existing tools and the development of new instruments to advance international scientific and technical cooperation. The platform will enable engagement with stakeholders in science, technology, and innovation; cooperation with scientific, technological, and innovation institutions; implementation and creation of new technologies; legal support and intellectual property protection; interactions with investment funds during technology transfer; expert support in technology transfer and utilization; educational program delivery in the field of scientific and technical cooperation; and the execution of international scientific and technical cooperation based on the platform.
