The Russian House for International Scientific and Technical Cooperation (RH ISTC) holds working meeting with the Asian and Pacific Centre for Transfer of Technology and the Kingdom of Thailand

The Russian House for International Scientific and Technical Cooperation (RH ISTC) and the Asian and Pacific Centre for Transfer of Technology (APCTT) have launched a series of bilateral meetings dedicated to discussing the creation of the Asia and Pacific Technology Transfer Platform (APTTP), based on the platform architectures of RC Complex Systems.

The meeting was attended by members of the working group responsible for establishing the APTTP, as well as representatives from the APCTT. The Russian delegation included Anastasia Ryabukhina, Head of the Center for International Projects and Initiatives and Coordinator for Cooperation with UN ESCAP; Sergey Kasyanov, Director of the International Center for Innovation and Technology Transfer; and Elizaveta Soloninchkova, Public Relations Coordinator.
Representing the APCTT Center were Dr. Preeti Soni, Head of the Center, alongside her colleagues. Experts from the Ministry of Higher Education, Science, Research, and Innovation of the Kingdom of Thailand (MHESI) also participated, notably Dr. Aekachai Khuenmanee, Director of Promotion and Utilization Strategy Group Science, Research and Innovation Promotion and Utilization Division, Office of the Permanent Secretary, Ministry of Higher Education, Science, Research and Innovation and Mrs. Nongnuch Chunbandhit, Director, International Cooperation Strategy Group, Office of the Permanent Secretary.

The main focus of the meeting was the discussion of the proposed APTTP, its objectives, tasks, and main components. Anastasia Ryabukhina shared insights from previous experience designing digital platform solutions and outlined plans for project development in the coming months.
Particular emphasis was placed on data security and information confidentiality. The participants explored various mechanisms for data hosting on the platform, as well as opportunities for collaboration with universities, research organizations, and individual researchers.

At the conclusion of the meeting, the Russian side warmly invited the Thai delegation to upcoming events planned for December of this year, including the International Conference and the 21st Governing Council meeting. Furthermore, the joint exploration of other projects of mutual interest was proposed.

Participants expressed hope for productive cooperation and the further development of scientific and technical collaboration between the RH ISTC and the Kingdom of Thailand.

Background:

Following the 19th Session of the APCTT Center Governing Council, a joint decision was made to include the Russian Federaion proposal in theReport of the Governing Council of the Asian and Pacific Centre for Transfer of Technology on its twentieth session to establish an International Digital Platform for Scientific, Technical, and Innovation Cooperation in the Asia-Pacific Region. This platform aims to serve as a unified environment facilitating effective interaction, and both bilateral and multilateral exchange of scientific, technological, and innovative developments, as well as international workforce training and technology transfer among APR countries.

A key feature of the platform will be its multifunctionality, allowing for the integration of existing tools and the development of new instruments to advance international scientific and technical cooperation. The platform will enable engagement with stakeholders in science, technology, and innovation; cooperation with scientific, technological, and innovation institutions; implementation and creation of new technologies; legal support and intellectual property protection; interactions with investment funds during technology transfer; expert support in technology transfer and utilization; educational program delivery in the field of scientific and technical cooperation; and the execution of international scientific and technical cooperation based on the platform.
