Prospects for technological partnership: Russia and Sri Lanka in the single‑window format in the Russian house of International Scientific and Technical Cooperation (RH ISTC)
A landmark meeting took place in Moscow between Dmitriy Protasovskiy, CEO of the Russian House of International Scientific and Technical Cooperation (RH ISTC), and Hewage Chitral Ambawatte, Chairman of the National Engineering Research and Development Centre of the Democratic Socialist Republic of Sri Lanka (NERD Centre). The discussions, held in an atmosphere of mutual interest, focused on developing a long‑term strategy for collaboration in high technology and innovation.
RH ISTC views Sri Lanka as a promising ally in building a multipolar system of technological development. The National Engineering Research and Development Centre of Sri Lanka possesses unique potential, enabling the creation of effective mechanisms for implementing the resources of bilateral cooperation.
The meeting in Moscow marked the first step toward forming a technological corridor between Russia and Sri Lanka aimed at exchanging expertise, developing joint products, strengthening positions in global markets, and fostering synergy between Russian and Sri Lankan scientists to address global challenges.
Background:
The National Engineering Research and Development Centre (NERD Centre) is Sri Lanka’s key organization responsible for coordinating science and technology policy and developing the country’s innovation ecosystem. Established with government support, the Centre serves as a “one‑stop window” integrating academic research, the industrial sector, and public initiatives.
Main areas of NERD Centre’s activity:
Renewable energy research. The Centre develops technologies for harnessing solar energy, biomass, and wind resources. Special attention is given to creating microgrids for remote areas lacking traditional infrastructure.
Agrotechnology and food security. NERD Centre implements smart irrigation systems, soil monitoring sensors, and crop yield forecasting algorithms. These solutions help farmers minimize losses and increase production efficiency.
Digital innovation. The Centre hosts software development labs focusing on e‑government, healthcare, and education. Among its projects are telemedicine platforms and electronic document management systems for public institutions.
Materials science and engineering. Researchers work on developing composite materials for construction and technologies for converting waste into useful resources.
Startup support. NERD Centre operates acceleration programs providing young teams with laboratory access, mentoring, and investment networks. Over the past three years, more than 50 startups have completed these programs.
