RH ISTC and India strengthen scientific and technological partnership within the APTTP digital platform framework

The Russian House of International Scientific and Technical Cooperation (RH ISTC) conducted a working meeting with representatives from the Republic of India and the UN ESCAP Asian and Pacific Centre for Transfer of Technology (APCTT). The meeting took place on September 23, 2025, and focused on developing the Asia and Pacific Technology Transfer Platform (APTTP), implemented jointly with RC «Complex Systems».

The APCTT delegation included Mr. Soohyung Kim, Coordinator for Economic Affairs, Sona Debnath, Programme Assistant, and Pankaj Kumar Shrivastav, Programme Manager. The Russian delegation was represented by Anastasia Ryabukhina, Head of the Center for International Projects and Initiatives and Coordinator for interaction with UN ESCAP, Sergey Kasyanov, Head of the International Center for Innovation and Technology Transfer, Elizaveta Soloninchenkova, Public Relations Coordinator, and Olga Musikhina, Assistant to the General Director. The Indian side was represented by colleagues from the National Research Development Corporation (NRDC).

The central theme of the discussion was the concept of the APTTP based on the successful experience of the Russian-Chinese platform. The Russian side presented the detailed architecture and functionality of the already operational bilateral platform, which includes catalogs of organizations, an interactive map of regional interactions, an events calendar, translation services, and support for researchers and students.

Among the key features of the proposed platform discussed were dedicated sections for each country, an expert database with specific knowledge and experience, information about higher education institutions and research institutes, joint research projects, as well as specialized sections for technological requests and proposals from each country.
The Indian side showed particular interest in the platform's technical requirements, emphasizing the need to create detailed technical specifications and project documentation. NRDC representatives noted the importance of comprehensive support for technology commercialization processes, including market research, technology readiness assessment, and intellectual property evaluation.

Platform management and access control envisage creating a system of personal accounts with verification for government organizations, private business, educational and research institutions. Russian participants emphasized a flexible approach to platform development: online services will include AI translations and communication tools, while offline services will be adapted to the specific needs of each country. The platform is viewed as a tool for organizing processes rather than as a self-sufficient ecosystem.

The Indian side expressed readiness for joint work on the platform, proposing to utilize NRDC's 70 years of experience in technology commercialization. The possibility of creating a specialized Indian platform as a pilot project to demonstrate structured technology transfer processes was discussed.

Following the meeting, the parties agreed to continue joint work within the framework of preparing a detailed project roadmap. Plans include distributing a questionnaire among working group participants, with the third working group meeting scheduled for November 2025, and final approval of the initiative expected in December 2025 at the 21st session of the APCTT Governing Board and the International Conference on Green Technologies in Russia.
